Leerstand ist manchmal unangenehm aber nicht per se ein Problem was vollst\u00e4ndig gel\u00f6st werden muss, vor allem in einer Kommune, die schrumpft.\u00a0 Leerstand ist kein &#8222;Schandfleck&#8220;. Leerstand ist ein st\u00e4dtisches Potenzial, was ausgesch\u00f6pft werden sollte, bevor man etwas Neues baut. Leerstand muss nicht nur genutzt, sondern auch gesch\u00fctzt werden. In diesem Konzept werden Leerst\u00e4nde kartiert und r\u00e4umlich in einen Kontext gesetzt, um der Stadt ein Instrument zu geben, Leerstand tempor\u00e4r und langfristig nutzbar zu machen.<\/p>\n<p>In Hartha ist Leerstand ein essenzieller Bestandteil der Stadtentwicklung, weshalb das Konzept parallel zum INSEK erstellt wurde \u2013 die Ergebnisse wurden in die Ma\u00dfnahmen des
